Gayle Horwitz is a highly accomplished C-suite leader driving growth and innovation at public, private and not-for-profit entities. Leveraging nearly 30 years of strategy, operations and finance experience at organizations including Federation Employment and Guidance Services (FEGS), Nardello & Co., the Hugh L. Carey Battery Park City Authority, the New York City Comptroller’s Office, and the New York City Board of Education, Gayle improves operational performance and long term viability with strategic planning, transparent fiscal practices and sound internal controls, policy development and internal/external communications. She has also served as a Board Director and Advisory Board Member for multiple entities focused on improving life for New Yorkers.

Previously, as a Management Consultant advising C-suite and board leaders at complex organizations, Gayle provided an experienced, independent perspective to evaluate strategic business options and formulate implementation plans for growth, turnaround, restructuring and operational effectiveness. Most recently, as the Chief Financial and Administrative Officer for FEGS, a $250M health and human services nonprofit, with approximately 8,000 staff, volunteers and interns, and 350+ locations, Gayle served as a member of the three-person crisis management team reporting to the board of directors and leading the organization out of financial crisis through its Chapter 11 bankruptcy. She ensured that the organization’s 125,000 clients were successfully transitioned to new service providers within 6-months, safeguarding their ongoing behavioral health, disability, eldercare, employment, housing, youth and community services. Prior to this, as Chief Operating Officer at Nardello & Co., LLC, a global investigations firm with offices in the US, EMEA and Asia, Gayle developed and delivered a strategic growth plan, expanding the company’s international footprint and capabilities to generate new revenue and improved profitability with global talent acquisitions, new operations in the UAE, and construction of new offices in the UK.

Earlier, as President, CEO and COO at the Hugh L. Carey Battery Park City Authority, Gayle was selected by the board of directors to lead this New York State public benefit corporation and its non-profit subsidiary. She managed this $225M annual operating revenue organization with 150 employees, a combined $130M annual operating and capital budget, and a $500M investment portfolio dedicated to the operation of a 92-acre sustainable community of commercial, residential, retail, and park uses. Gayle led the creation of a strategic plan to realign the organization’s priorities and address its long-term mission while managing the short-term challenges of implementing a robust system of internal controls and transparent fiscal practices. Under Gayle’s leadership, the organization reduced agency spending by 12%, returned $124M to the City of New York, completed modernization projects to balance its commercial, residential and park space mission, and developed an updated, well-coordinated, emergency response plan to ensure public safety.

Gayle’s lifelong commitment to service can be seen through these roles and her numerous additional roles within the public sector. She served as First Deputy Comptroller, Deputy Comptroller and Chief of Staff at the New York City Comptroller’s Office, managing complex day-to-day operations with more than 720 employees, a $102M combined capital and operating budget, and a pension portfolio in excess of $100B. Earlier, Gayle served as Special Assistant to the President of the New York City Board of Education, where she focused on improving the nation’s largest school system. Gayle has also served as a Board Director and Advisory Board Member for multiple New York entities.

Gayle holds an A.B. in Politics from Mount Holyoke College and an MPA from New York University’s, Robert F. Wagner Graduate School of Public Service, where she received the Major Raymond J. Lepesqueur Award for Highest Scholastic Standing. A long-time New York resident, Gayle resides with her husband and two sons in Manhattan.
